The Lumia 520 isn’t known for producing stellar photographs. Mostly because it has a relatively ho-hum sensor, it is a budget friendly phone after. It is most likely to work on other devices than lumia 630, but since I only have this device, I can say that apps were tested before published here. If I buy a SIM card for a one time price of about $30 for my Windows Phone, will I be able to make calls, as long as I have Wi-Fi, WITHOUT paying a service provider (i.e. Verizon, At&t, Sprint, T-Mobile, etc.).
I purchased a very cheap Windows Phone (Nokia Lumia 521) about 10 months ago, and it works fine. Unfortunately, at this time, it is more like an iPod than it is like an actual smartphone. This is due to the fact that I do not want to pay a provider $40 a month just so I can make a few dozen phone calls every month. I can't make phone calls, but it's simply impossible to function without the ability to call. I have an app called 'Wi-Fi Calling' that came preinstalled on my Windows Phone, but it doesn't work, because I have an 'invalid SIM card'. I don't even have a SIM card, and that's what I'm wondering. If I buy a SIM card for a one time price of $30 or so, will I be able to make calls, as long as I have Wi-Fi, WITHOUT the use of a 2 year contract, or any provider at all. If I can by a SIM card, without having to also buy a service plan, then I definitely will pursue this option.
I do want:
A)The ability to make phone calls over Wi-Fi.
I do not want:
B)A service provider
C)Any contract of some sort
D)A monthly bill
Then you want to find a windows phone app like Text Free Plus that gives you that very option. I use the app on my iPod Touch, and my simless Android smartphones.

No bill, no contract, no service provider. But i have no idea if there's a Windows version of the app, search for Text Free Plus or Pinger.

Google Voice also has such an app, for iOS & Android, no idea if they ever made a Windows version, but you can search that your self.
